According to “Recycling Symbols Explained” (Recyclenow.com, 2019):

Not Yet Recycled: ‌This label is applied to packaging when less than 20% of local authorities collect it across the UK

So you should check with your local authority if it can be recycled.

But some material with this label can now be recycled in supermarkets. See “What Plastics Can Be Recycled at a UK Supermarket?” (OneSharedEarth, 2019).
