Do the cold germs get killed during composting? Is it different for home composting and composting by councils?

To kill germs something has to be heated to over 70degress for longer than 20 minutes. This couldn't be achieved at home unless you use a hot composting system so council composting is probably the safer option but you'd need to double check with them to be sure.
